The GSUSA 58th National Council will be held July 20-22, 2026, in Washington, D.C. This conference, which only happens once every three years (called a triennium), brings delegates from councils around the country and overseas to gather to vote on and discuss issues important to our Movement and elect leaders for the next triennium.Below are the Proposals being brought to the NCS. We encourage you to review the proposals and discussions and make your voice be heard. Once you have read them, please submit your feedback no later than Monday, June 15, 2026.

NCS Proposals
58th NCS Proposal Summary: Membership Dues and Procedures for Registration Submitted by Girl Scouts of Greater Chicago and Northwest Indiana and 41 additional councils
Proposal Statement:
Move that the Credentials Section of the Blue Book of Basic Documents, Membership Dues and Procedures for Registration be revised as follows: “The National Board of Directors must obtain approval from the National Council whenever a planned dues increase will result in dues increasing more than a total of 25% to 15% in any one triennium.”
Proposal Description:
- This proposal was submitted by Girl Scouts of Greater Chicago and Northwest Indiana and 41 additional councils. As the proposal was submitted by more than 15% of councils, it met the threshold for inclusion on the NCS agenda.
- The proposal seeks to amend the threshold by which the National Board can increase dues in a single triennium from 25%to 15%.
- When talking about a single triennium, it means the three-year period between regular sessions of the National Council. It is not a 3-year rolling period.
- It is also important to note that this proposal is not about raising dues. It is a procedural proposal related to the percentage of increase the board may consider for a dues increase within any triennium, without requiring the approval of the National Council.
Current State:
- Today, the Blue Book of Basic Documents 2025 governs the board’s authority to increase membership dues.
- GSUSA must ask for input from Girl Scout Councils and National Council delegates before the National Board votes to approve any change in membership dues of any dollar amount.
- If the National Board wants to increase dues more than a total of 25% during a triennium—this is the three years between regular sessions of the National Council—it must get the approval of the National Council by having delegates vote on the dues increase during a special or regular session of the National Council.
58th NCS Proposal Summary: Preservation of the Girl Scout Leadership Experience Relating to the Entrepreneurship Program Submitted by Girl Scouts Girl Scouts of Kansas Heartland and 25 additional councils
Proposal Statement: Amend the GIRL SCOUT TRADEMARK section of the Blue Book of Basic Documents by adding the following:
“ GSUSA, along with its alliances and relationships with corporations and businesses, shall not sell, license, or otherwise provide for sale any food product bearing the Girl Scout name or service mark when related to the flavors, branding or likeness of Girl Scout Cookies during the designated entrepreneurship program sales period of any Girl Scout council.”
Proposal Description:
- This proposal was submitted by Girl Scouts of Kansas Heartland and 25 additional councils
- As the proposal was submitted by more than 15% of councils, it met the threshold for inclusion on the NCS agenda.
- This proposal means that GSUSA would not be able to license or sell any food or beverage products during the times when any council in the country is selling cookies or fall products, which is about 9 months out of the year.
Current State:
- Today, GSUSA is responsible for licensing the Girl Scout name, trademarks, and cookie flavors in all product categories, including food and beverage.
- The Blue Book of Basic Documents does not include restrictions on any product category or any period of time.
- Each council has its own schedule for the cookie and fall product program. There is an active fall product or cookie sale operating in at least one council or USAGSO between August and May every year.
58th NCS Proposal Summary:Highest Awards Solicitation of Contributions Submitted by Girl Scouts Girl Scouts of Eastern Pennsylvania and 40 additional councils
Proposal Statement:
Amend the first paragraph of the Solicitation of Contributions part of the Policies Section of the Blue Book of Basic Documents:
“Adult members in their Girl Scout capacities may not solicit financial contributions for purposes other than Girl Scouting. Adults may engage in combined fundraising efforts authorized by the Girl Scout council and in which the local council is a beneficiary. Girl members may not engage in any direct solicitation for money except girl members for Girl Scout Seniors and Ambassadors, who may solicit philanthropic donations to their councils of cash or in-kind goods for Gir Scouts Bronze, Silver, and Gold Award projects, provided they have secured prior written permission from their council’s Chief Executive Officer, Chief Development Officer, or their designee.
In addition, girls must abide by their own council’s policies and procedures with regard to this matter.”
Proposal Description:
- This proposal was submitted by Girl Scouts of Eastern Pennsylvania and 40 additional councils. As the proposal was submitted by more than 15% of councils, it met the threshold for inclusion on the NCS agenda.
- The proposal seeks to allow Bronze and Silver Award candidates to fundraise for their projects in the same way Girl Scout Seniors and Ambassadors can fundraise for their Gold Award projects.
Current State:
- Today, Girl Scout Seniors and Ambassadors can ask for donations of cash or in-kind goods to support their Gold Award projects, with prior written permission from their councils. In addition, Girl Scouts must abide by their own council's policies and procedures with regard to this matter.
- Juniors and Cadettes pursuing their Bronze and Silver Awards cannot ask for donations. These projects are typically funded through troop funds, often generated through proceeds from product program participation and money-earning projects.
